Apple Developer Includes Lion?

I am looking to upgrade to Xcode 4. My Mac is Snow Leopard. I will most likely need the paid Apple Developer in the next 6 months, and was considering going with the developer program if it includes Lion. I didn't want to pay for Lion which has nothing I want besides Xcode 4.. but Mountain Lion which may be out later this year looks like a worthwhile upgrade. I'd rather not pay to upgrade twice and pay for the Developer.

Will the paid Apple Developer program include Xcode 4 for Snow Leopard? Seems it used to be $5 for Snow Leopard, but no more that I can find.

Xcode is free in the Mac App Store now.

Yeah, Xcode is free but the minimum requirement for the most recent version is 10.7.3 (Lion).

That was my fault. I was thinking iOS development. For Mac Development the is included as mentioned.

If you go to developer.apple.com, click on Member Center, login, and then click on Mac under Technical Resources Dev Center. The Lion and Mountain Lion redemption codes will be there. Clicking on Mountain Lion near the top will switch to Mountain Lion redemption codes.
