Apple Daylight Savings Time Update

I recently updated a Mac to 10.3.9 and applied the DST update provided by apple. The problem is that when I set the time to March 11th at 1:59 AM, to see if it jumps forward to 3am, it only works correctly half the time. When it does not work properly it jumps back, rather than forward, an hour. Has anyone else experienced this? Thanks in advance.
 
I have 10.4 but consider this: If it works exactly every second time, maybe the software uses a digital variable (DST = on/off) and every time the system date crosses either of the two adjustment moments of a year, it changes the variable. That would be sloppy programming but at least it is a possible explanation of this behavior.

I'd suggest to reproduce the jump back error one last time and then leave it at that. If the Mac in question has internet access, you could use Apples' timeserver, too.
