Apple Cinema Thunderbolt use IGP HD4600 or R9 280X ???

Dear all,
Now I am using as follow:
Mainboard Gigabyte Z87X-UD7TH (2 Thunderbolt ports on mainboard)
Intel i5 4690K
HIS R9 280X 3GB
2x8GB DDRAM3 GSkill 1866MHz
Apple Cinema Thunderbolt Display (ACTD)
Windows 8.1 Pro
AMD Catalyst Control Center 15.5 Beta
I put GPU HIS R9 280X on PCIE slot 1, connected ACTD to mainboard by 1 Thunderbolt port. Device Manager found HD4600 and R9 200 series, but in GPU-Z there is no activities from R9 200 series (no core clock, no fan,...)
I wonder the VGA performance is from HD4600 or R9 280X ? I run benchmark 3D Mark 2013 but the frame rate is very low (maybe they use only HD4600 for running).
1. The main performance for VGA Output is R9 280x ?
2. How to know or switch between HD4600 and R9 280X ?
3. How to setup or installed softwares for using R9 280X ?
