As long as cops don't bear any real penalties for their bad behavior, they'll keep doing it. Though taxpayers should take more control, we've already seen how much cops act like the mob when it comes to taxpayers exerting their authority: "that's a nice city you've got there, shame if something were to happen to it [if you cut our budget or impose real oversight]".
