APP to edit / cut an mp3?

If you have Nero, there's a built in Wav Editor. (So yeah, converting to wav first, then saving the spit file as an mp3, so definite loss of quality.)

I was wondering this as well, found this old thread through search. Is there a way to simply cut & paste in Audiacity, or do you have to reencode? I ask because reencoding results in a loss of sound quality. If possible I'd rather simply snip a bigger file into two separate ones. Thanks.
