I'm looking to make an app that needs to connect to another device by Bluetooth. How would I program this? I'm most likely going to make this for the iPad/iPhone, but I'll take Android advice a well.
 
Your question encompasses way too much territory to be answerable in any meaningful way. Both iOS and Android have APIs for accessing the Bluetooth networking layer. So if you have the necessary skills to create an app for either platform, adding BT support shouldn't be too much of a hurdle.
