Aphire (DOA?)

I just recieved my apevia x-navigator case and it came with a 500 watt power supply. I have no other components like the mother board to test it on, so i plugged the fans into the power supply to test it. The fans didnt turn on. Is it DOA or do i have to wait till i get the motherboard to know? I think the actual see-through case has led lights in side it and if it does then the didnt turn on either. What do you recommend? Is it my fault for being a noob and do I have to have a motherboard to know? or is it doa? If it is than can you give me advice about remailing to newegg. Thank you in before hand if you respond.
 
First of all, to start an ATX power supply, you need to short the green wire on the motherboard connector to any of the black wires. Secondly, I'd replace that power supply anyway if you're building anything more than a basic office system with it, since Aspire is one of the worst power supply manufacturers. Get the Enhance 5140gh or 5150gh from ZipZoomFly to replace it. You'll probably regret it later if you don't (there's nothing like realizing that a $20 power supply has just fried 100 bucks worth of hardware).

yes it actually my friends case and i agree on getting a better psu. Can someone provide a link for those enhance power supplys please.
