APCI? does it really lower temps?

When I first installed windows I had temps around 40-47C....But I had some problems so I tried installing without APCI...now my temps are up in the lower 50s all the time. Does APCI really help that much??? Also removed and reinstalled HSF, do I need to redo that and make sure the two surfaces are really really clean before I try to reinstall??

It helps, but only if the operating system uses ACPI. Windows Millenium uses ACPI, so it will shutdown everything sooner or later unless you specifically tell it not to. (It can even shut down the CPU fan )

I formatted and reinstalled everything...except this time with ACPI activated...my core temps are down 11C idle. So now my idle is around 38C and my full load is around 52C...so I'm still looking to bring down the full load...guess I need to clean off all the Artic silver and apply gain, but this time a nice thin coat instead of the glob I did before.
