APC UPS problem

I just dug out an APC Back-UPS 600 Uninteruptable Power Supply to see if I could get it to work (electricity been going out a lot lately).

Anyways, I got it plugged in, but when I flick all the switches nothing happens...

Is it dead?

How long has it been sitting unpowered?
That battery needs a constant trickle charge after being fully charged.
Could be the battery has had it.

before it works you need to plug the inside battery in, it ships disconnected so that it doesn't go boom when it hits a really big bump.

There should be 2-4 screws on the bottom, those unscrew and a little panel slides out, and there should be a piece of paper or plastic showing where to connect it.
