APC rack screws, what are the specs, do they carry them at Home Depot/Lowes?

You would need to tell us what type of rack it is. Cage nut / direct mount....

10-32 x .75" is the most common for threaded hole racks.

thx. Just the standard ones that almost all colo places use. APC 4 post Netshelter. Or the the standard ones the use with the "adjustable butterfly nut" whatever you guys call it lol.
 
Well there is 12-24 x .75 - 1" also. Some cage nuts use a smaller size that I don't know off the top of my head.
 
A lot of the "black screw" racks are using 10-32 x .75"

Some of the musician racks are 8-32 (size 8, 32 threads per inch)
