Apartment I saw today

The sales manager said it was because it was cardboard under the concrete and that is why it looked out of place. It wasn't flush. Had lines and bumps along the way. This is the bottom floor.

Sound about right?

Also the walls weren't flush either. They had dents and pieces missing off, but they are concrete walls so this is normal I assume.

Just making sure.. doesn't hurt.
