Is the owner of an apartment building legally responsible for keeping mice out of the tenants apartments?

they're responsible for keeping the place habitable, and I would think that a rodent infestation counts against that.

yes, call them and tell them to call an exterminator. You should also set up some traps and/or poison for the little buggers.

Mom's apartment has had mouse problems for at least a year. Management was notified, and as usual, they did the minimum required. They layed down poison and plugged whatever visible holes there were.

I just called my city's Licenses and Inspection, and was told that so long as the owner is doing what I've noted above, then they are in compliance and there is nothing further that can be done. How lame.

Set up an inspection anyway, just so they may officially get the message. Without some kind of penalty, however, I can't see anything serious getting accomplished.
