AOL Dialup Issue

An acquaitance of mine contacted me recently with a problem regarding his AOL internet connection (he's a minor, so he has no choice but to use it). I'll post what he, Token, wanted to post here at my advice, but couldn't since AOL is banned here.

My computer's internet connection is having troubles. I am trying to connect to AOL, but on the third dial up, after failing twice, it connects but will not go anywhere. I use Windows XP Pro and IE 5.5 if that helps. Also, someone who took a look at the computer said it could be that it is trying to dial up faster than it can handle. Anyone know what the problem is?
 
What did he mean by "dial up faster than it can handle?" I run into problems where a modem won't connect properly if the tones it dials with are too short. If he adds "s11=75" to his modem init string, that will set the tones to 75ms, which should be long enough even for a noisy phone line. Some modems are picky this this s-register command and either don't support it or only support specific settings.
Another possibility is that he's using a 56k modem to dial into a 33.6k modem bank and his modem isn't set to negotiate to a slower speed. This seems unlikely though since every modem I know of is configured to do this by default... HTH
