Anyway to SWAP Address lines on a file?

Well I know there is a way, but is there a program that will do this? Say like Swap A17 with A19 ect ect? Thanks

I used to do changes ilike this inside of files using a hexadecimal editor in DOS. (Came with the old PC Tools, which was bought and buried by Symantec.)

Im asking because, there are file's that I burn to Eprom's......the eprom does not line up directly with the PCB, so it require's me to bend some eprom pin's up, and re-route alot of other of the line's with wire.......I want to get those switched around so that I dont have to use the wire and bend up pin's ect ect
