Anyway to keep my i5 2500 at 4.635GHz at all times?

It used to keep a constant 4.635GHz at all times but now it drops to 1.6GHz at idle anyways. I've disabled all power savings modes in the BIOS and I've set Windows to Maximum Performance in the Power saving scheme.

Hmm, do you fold with this machine?

I think you need to disable C-1 and speedstep in the BIOS to do this.

The other thing you can do is in power options switch to the "performance" profile. This will ensure that the processor runs at maximum speed all the time.

I've done as you have suggested but my CPU still throttles at 1.6GHz. I guess it's not a
problem as long as it reaches 4.5Ghz when I'm doing Folding or playing any games including the original Quake with the HD Darkplaces Mod.

the cpu should go back up to full speed once its detected cpu usage @ 110% on 1 or more core @ downclock.

Did u check the fold program to see if its not limiting itself from allowing windows to tell cpu to clock back up?

Whats the issue if it clocks up when it needs to clock up? Why would you even want it to run at 4.6GHz when it doesn't need to?

Some programs like Performance Test 8.0, when it starts the clockspeed remains at 1.6GHz so I get very low scores.

I'm only using 1.34v at 100% load so it'll be safe to be at 4.635GHz at all times.

I had it that way before but I don't remember what I did.

I fold a lot, too, so I need it at max at all times. Windows does a terrible job of managing
the clockspeed, eh?
