anyway to force opera to run in multiple windows from doble clicking icon?

I like to double click to get a new window open and was wondering if anyone knows how to do that in opera? instead of having to use ctrl - n
 
Double-click on what?

You most likely cannot tie an action to a double-click in the body of a web page, as Opera interprets that as you wanting to select some text and open a context menu.

The action to open a new (empty) window is "New browser window". The action to open a new (blank) tab is "New page, 1". You may assign either of these to a keyboard shortcut or mouse gesture from Tools -> Preferences, Advanced, Shortcuts.
