I don't mind the lower cpu speed for normal apps, but in real number crunching and games it seems to still only go to 799Mhz according to cpuz. Isn't the OS supposed to be smarter than that, can I force it to max speed for spcific apps?

I assume it would be in your control panel, power options where you can disable speedstep...

No speedstep in the power options. I don't want it off, I want to overide it once in a while. I'll keep looking around.

Your welcome, it is very useful for my own Inspiron 5150.

You may also want to try I8K FanGUI (on the same site as Speedswitch) to control your fans, it is compatible with almost all Dell notebooks.

Can I use that Speedswitch program on a mATX Nforce2 and mobile XP2400+ even if there are no multipler or Vcore options in BIOS?

Just tried it on my old laptop (P3 w/Speedstep) and it works fine. But, like was said - you have to have Speedstep in your laptop for the program to work. It tells you that.
