Anyway to enable linux style scroll wheel (scroll non-active window) in win7?

Anyone know if there's a way to enable scroll wheel scrolling on current mouse cursor location (like how it works in Ubuntu) without making the window active in windows 7? I find that's a feature that I really like on Linux machines at work.

I like wizmouse, but i crashes on boot alot. Anyone else have this problem? Very weird, but if it boots it generally works great lol.
