No, but you can disable it from the icon down next to the clock. If you want to uninstall it, you've got to use the uninstaller that came with the program, NOT the Add/Remove Programs list uninstaller -and, half the time, that doesn't uninstall the regkeys which keep going and give you the same effects from the program, now with lack of control over options.
I say dump the piece of crap and get a real one like Tiny Personal Firewall or something.
