Ummmmm, some schools require Powerpoint presentations and other things that require a computer. Go ahead and ignore this, because you want to anyway. None of us really have enough information to know whether it is really necessary to remove the computer. Caught looking at porn and caught trying to build bombs and engage in terrorist activity are two extremely different things, despite how the ultra-extremist-conservative crowd sometimes likes to portray things.

This is the issue, gonna have to check on networks in the area. I think DSL is available in the area. The kid is 15 and unwilling to accept responsability. Parents are a couple of knuckle heads, the talk the talk but they won't put it into practice. My job is to ensure his safety. If him and his parents won't or can't take the steps to do this I will.
If it was just porn it wouldn't be that big of deal.
And for all you concerned for my english, I am sorry it drives my boss nuts to, But we are working on it😉

Actually, the OP never said the kid was looking at porn and that's why he was involved - I'm pretty sure if you called up Child Services and said "Junior is looking at porn on the family PC, come help!" they'd laugh and tell you to handle it yourself. The kid obviously did something fairly bad to have child services involved.
It's going to be really hard to limit access to a kid determined to use the internet - he could still go to the library or use it from school. Neighboring wireless networks could be an issue, although you should be able to check that yourself fairly easy with a laptop and a wireless card. If he's got a cell phone, they should take it away or change it for one that doesn't support data service if he absolutely needs a cell phone. Disconnect the phone jack in his room and he won't have many other options.
Of course, the minute they leave him alone he could be using any phone jack in the house.

and most school library computers have office programs to do such things. The school has to make such things available if they are going to require the use of them.
Can you take a laptop with wireless and sit in front of their house, to see what networks it picks up? Unfortunately, that might not get everything, since someone might have a network that is only turned on at certain times of day, or maybe someone's network could be just out of reach with your standard laptop hardware, but do-able with a makeshift pringles-cantenna. To cut out the basic options, talking to the neighbors about proper wireless security (enabling WAP/WPA, not broadcasting SSIDs, etc. - IIRC on that acronym) will go a long way. Other than that, talk to the phone company to make sure that DSL can't be installed on the home phone line; maybe put a DSL filter in the interface box outside the house, with the whole house filtered through the telephone side of the filter (then lock the box). As far as modem usage, that's going to have to be a parental oversight and responsibility thing, not to mention keeping an eye on the phone bills, because I don't think the phone co. can do much about it.

To be honest if somebody had tried to do this to me when i was young i would always have found a way around it. The kid will always find a way to access the net and do what he wants to do. You gotta get to the route of the problem and explain to him why it is bad to do those things and what trouble it will get him and his parents in if he does it. Then give him full internet access to show you trust him, in my experience most kids wouldn't want to breach that trust when you have explained what the end result will be.

You need the internet to build bombs? The only MILDLY difficult thing to get your hands on is fuse for conventional explosives; everything else can be had at Wal Mart, Home Depot and ratshack. Hell, if you're smart enough to build an electronic detonator you don't even NEED fuse.

If he does use a school computer somebody will be standing over him. He has been known to work around there network filters. The local libraries are an issue as well. DSL is available in the area, just checked. This just gives me a handle on what I am dealing with. Any computer guy want a job with child welfare, you think your underpaid now.

not true, i had to make a terrarium for my HS biology class, spent like $30 on sh!t
get all neighbors to enable WPA/WEP, put a dsl filter in the phone line, cut all phone lines except one for a telephone, and encase that one in cement, do the same with cable.

And to be honest, this is a sad thing either way, because this kid has the potential to become "one of us" some day, and because he got caught doing something that we all probably did (it doesn't matter what he did, and stop asking the OP to tell us, it isn't worth putting his job on the line), he's never going to get that far because one of two things is going to happen:
Either the OP succeeds in keeping him off computers/the internet - goodbye future career in IT. Hell, that may well cramp a LOT of opportunities, since everything is so computer-intensive these days.
Or, the OP fails in keeping him off computers/the internet, gets bounced into the system, and never has a chance in hell at anything most of us take for granted - college, certification, hell, the ability to go home and relax a bit.
But that's the way the world works. He screwed up, he's going to pay for it, and so are the rest of us.
OP is a social worker. This kid did SOMETHING that caused his agency to get involved in his life. Something computer related and apparently very naughty. OP now has two options:
1) Torpedo every possible means for this kid to get on the internet
2) Bounce the kid into the system
