I would like to place some video clips on DVD but they only look decent when the window is small, so I imagine if it takes up the whole screen on the TV it would look horrible. Any *easy* way to burn the disc so the video is centered with a black border around it?

Standard TV resolution is about 640x480. Unless your videos are REALLY small, they probably will look ok.
