Anyway to block someone from using MS outlook express

My sneaky cousin is staying over at my house and i dont want him accessing outlook express at all, anyway that i can block it from him, password maybe?

Well, if this an NT machine and you have an NTFS drive you could change the permissions on Outlook Express' files? Right?

If this is a 9x kernel machine, umm, I don't think they put security into that OS
