I've been told that Optimum Online (Cablevision) has blocked their subscribers from using p2p programs. Is anyone able to use these programs. And yes, I know it's illegal to share files, so those that feel the need to post and tell me this need not reply.

They don't block it, they significantly increase your ping times if Kazaa is open. At least, that's what they did to me.

As far as I know OOL doesn't block the use of anything, but they do monitor extreme usage. Primarily they (and most other cable providers) are concerned about UPSTREAM bandwidth. They don't give a damn about how much you download, what you download or where you download from. What gums up the works is how much other people download from you as that wrecks the very limited upstream traffic. That's why OOL does not have download limits, but they prohibit web servers, FTP servers, etc. As long as all you do is download you won't have any trouble. If you raise any flags about uploading you might get speed capped.
