Anyone with ATI get stuttering issues with youtube?

This only started happening recently (or maybe I just noticed it recently), that everytime I play WoW, any other game, or any other video along with youtube in the background, everything starts stuttering pretty bad. Quick google search only gave me one thread with no answers. Anyone else here have this problem?

Its on my 5870 and my 5650M with 10.12 drivers..

That's weird, and that sucks.

Have you checked your card's memory clocks while the stuttering is going on (use MSI afterburner)...kinda sounds like to me that somehow your memory clockspeed is underclocking like the card thinks it is in idle or is intentionally underclocking like it is running furmark or something. Just speculation.
