Anyone willing to explain what upping the voltage on a CPU does??

YES, higher Vcore often helps with overclocking. Make sure that you have good cooling.

Hrmm, well what exactly will it help?? I have an Asus CUSL2-C Mobo, and it allows me to up the proc speed independently, what does bumping the voltage up do??

it gives more power to ur processor so it can handle the extra speed and gives it stability

Two things:

1) Power is fCV^2

That is, power is proportional to the square of the voltage.

2) A larger voltage swing causes the capacitance to charge slightly faster (sort of) and increases the chance that voltage gets past the noise margin fast enough.
