I've seen somthing similar to this. the line they draw accross isn't strait, it has a bend in it, and the total area adds up to an extra square. Not sure exactly if this is what's happening, but I'll try to find the one I saw.

I think that is the case too..if you look carefully the lines aren't exactly flush at the end...
 
If you look at the red triangle, its 8 squares by 3 squares divide 2.

Now look at the blue polygon, specifically the triangle that hangs off the rectangle. Its 5 squares by 2 squares divide by 2.

Now the slope of the red triagle is 3/8 or 0.375. The slope of the triangle in the blue polygon is 2/5 or 0.40. Thus the rearraged 5 squares by 13 squares rectangle is illegal.
