I have a Nokia 6190 GSM cellphone and the DAU-9P connection cable. I want to connect to my dial-up ISP using my laptop and this connection method. I can get the comp to dial the phone but it will not connect to the ISP.

In most cases, you can not use Cell phone to dial a regular Internet DialUp.

It is a matter of the Cell Phone system protocol.

You have to get a special Internet service from a Cell Phone Internet service.

elaborate on the protocol... does it filter out certain frequencies necessary for a modem communication?

I tried something similar once without a direct cable though and with earth lines. I took two phones, one hooked up to the land line and one hooked up to my notebook computer (with a 9 v battery spliced in between one of the wires on the notebook and phone to create potential...). I then held the headsets of the two phones to each other (one upside down) and hit dial on the notebook and it connected at 9.6 kbps!

Well, it is not filtering.

It is like giving instructions in French, to some one who speak only English.
