I went to this site and followed all of the instructions. However, I'm still very confused and not sure how to best tweak my settings for my particular setup.

Monitor: Dell 2405fpw
Video Card: ATI X800GT 256mb
Processor: Athlon64 3000+
RAM: 1gb Corsair ValueRAM

My monitor is running @ the native 1920x1200 resolution. There are so many options and configurations that I can't tell what does what, and which I should change for optimal image quality.

For example, in ffdshow, under 'Resize & aspect', what should my ideal setting be under "Specify size/new size". When I put 1920x1200 i get 2 black bars on the sides. I'm a noob at this stuff so please help.

Well, that guide walked you through most of the image enhancement stuff. As long as you can get the image to change at all (video in DVD player is affected), then what you have to do is FFDshow-->Configuration and you can screw with the various filters and change the order of them.

FFDshow can be user-unfriendly at times, and I feel your pain in the resizing options. Well, there should be a way to make it stretch some how, and not just add the black bars. Lanczos is supposed to be a fairly good resizer.

I believe the settings on htpcnews are quite old. However, it's a tough question to ask what's the best setting since one man's meat is another man's poison. What I use however is denoise3d followed by Lanczos2 resize to 2X. For more information, check out avsforums. They have a ffdshow FAQ that's 6 gazillion pages long :)

Regarding your black bars, could it be that you're not selecting the "no aspect ratio correction" in resize? Also, try to run in VMR9 rather than overlay in ZP.
