Yes. It's always been that way. You don't update unless they're a jailbreak for the version you're updating to.
I'll go one step further.
Don't update unless there is a jailbreak and unlock for the version you are updating to.
With the 4.1 update, it also update your baseband too and there is no unlock for the new baseband yet.
There is a way to update to 4.1 and preserve the baseband though and you can still use Ultrasn0w to unlock it.
Of course any IP4 that already came with 4.1 will have the new baseband and not unlockable.
