Anyone understand how the phone system works in Spain?

I am trying to figure out the phone system for spain. From what I've seen online, cell phones in spain get a seperate area code from everyone else there. So does that mean no matter if you are next door, calling from a landline >> cellphone results in long distance charges/extra charges?

Also, is calling from 1 City Code (Toledo: city code 925) to another city code (Madrid: city code 91) considered long distance? Obviously if this was the US it would be considered long distance since they are different area codes but I am not sure how it works in Spain.

If anyone has any insight I would appreciate it. Thanks!

I am not sure how you get charged. I am in Spain right now, and all the numbers I dial are 9 digit numbers I am using tmobiles international plan so it cost me .99 cents a minute to use my phone here.
