Go to H-Oda's page and you'll see some examples of people who've used Liquid Nitrogen to cool their systems. I think there may be a 2.6GHz or something P4 there that uses liquid nitrogen. Costs quite a bit, and is probably pretty hard to maintain, I would imagine.
The problem with using cryogenic liquid (extreme low temperature) such as any of the liquid gas is insulation. Without extreme insulation, the CPU will have ice condensation on it and, eventually, dripping water will ruin the whole system.
