Anyone remember this story?

I think a few years ago there was an article about some guy in the UK or Canada that was suing his provider after he received a crazy bill for his service around $40k or something. The reason for his bill being so big was because his ISP charged a certain amount after his allotted bandwidth usage for the month. I'm hoping someone remembers this story and can help me find a article or webpage on it. I've been searching all day for it. Thanks in advance.
