Anyone remember this old Win95 game?

It was a 2d space game where the main game was divided into a large grid and you could move your ship around inside of each square. I think that there were four quadrants and a barrier between each of the grid line. You could move your ship around and conquer planets and buy weapons and blow up other ships. One of the enemy ships was the old yellow smiley face looking icon. You would right click on the screen whereever you wanted to shoot to blow up the enemy.

Sorry I don't have any more info. I can see the game in my head but I can't seem to remember anything useful that has helped me search for it. I'm hoping that someone else here played it and remembers what it was called.

What you're describing sounds a lot like Warpath. I never had the full version, but I had the demo on one of those shovelware discs when CDs were new. One of the parts of the game was that you could drop virus bombs on enemy planets and watch it spread. Eventually the planet would have a 100% disease rate, everyone would die, then you could put your own colonists on it and start trading with it. It was really fun game.

Gravity Well was a bit like that too but not as good.
