Usually a PDA has a touchscreen whereas a smartphone does not. So, yes, there is a difference.

Not so much anymore, since pretty much everyone is making an iPhone clone. But I think his point is that a smartphone has pretty much the same functionality as a PDA, even if they use different technology for input.
