Anyone know why my computer does this?

Somtimes my computer will kinda lock up I can hit the start button thing on keyboard and menu will come up but it just stays there. I can always click on programs that are already open but they won't pop-up I just turn screen off and 5 minutes come back and all the programs I clicked on are now opened up and everything is working fine. The windows error box comes up but doesn't say really any specific program messed up.

antec true430 (week old was doing it before got new one)

My cpu passes prime95 and ram passes memtest86
 
Sounds like you have something running in the background that is eating up your CPU cycles. If your CPU is constantly running at 100%, this will give the same symptoms you so describe.
Hit these keys to bring up the Windows Task Manager = Ctrl+Shift+Esc
Under the Processes Tab, look to see what is using up your CPU. You should have one that says System Idle Process and that should show something in the 90's. If it's not in the 90's, you may have found your problem.
Also, look at the Performance Tab. This will give you another indication of what may be going on.
You can learn alot about your OS and what is happening from the Windows Task Manager.
This is a really good place to start!
