Anyone know where to find this? Tax related manual.

Just got off the phone with my ex (I'm still in good terms with her). Her dad is a Tax accountant and they are looking for the "Illinois sales tax rate reference manual 2009."

That's what they say anyway.. only description I got was that it's a big PDF file. Anyone got any ideas of where to find something like that?
