Look at the checkout aisle at Target or Wal-mart. They sometimes sell 2 or 3 packs of CDs.

Its probably a stretch, but some libraries have CD vending machines. One blank CD for a quarter or something like that.

am&pm and 7-11 sold them in japan when i was there. singles in thin jewel cases.

not practical, but neither is harping on buying just one when small packs are mega cheap.
