New system: XP2000, GF4-4200, Crucial 2100 256MB, ASUS A7V333, WinXP
Nothin overclocked, everything default.

Running games or 3dMark2001 getting "screen garbage" - that is, the screen turns completely to pixellated garbage and then eventually the system locks and resets. The CPU temp is well within normal limits (~40C under load). Is it safe to say that the video card is at fault here?

Had that happen to me with a TNT2 Ultra card from Diamond.. RMA'd for a new one and it was fine after that.

Sounds like just a plain defective card.

but, what troubleshooting means have you tried?

yes, this is definitely a sign of the videocard overheating or otherwise failing. Artificats (pixels) are the first thing that you see when a videocard is overheating and a crash is next. Check to make sure that the fan on the video card is spinning. If it isn't, you might have to RMA it.

Did you touch it? Did it burn your fingers? Try lighting a smoke off of it or something if you're too scared to touch it :)
No seriously, is it hot?!?
