I only find that to be true in ultraportables/ultrabooks. I haven't come across a regular 14" or 15" laptop whose cpu couldn't be upgraded. As long as you get the socket straight and the BIOS supports the chip, you're good to go.
Just a heads up, OP - rPGA988B == Socket G2. Just go on ebay and search for G2 chips. I'd just stick with SB-based chips, not sure if Samsung updated the BIOS to support IB yet.
