Pretty sure i saw something during the announcement last month that said it was going to be released in September, but i've yet to see anything about a firm release date.
I will be grabbing mine in a couple of hours. From the samples I've seen, it looks like a 1-stop improvement in high-ISO performance over the D300s/D90/D5000. I'll be posting some samples here shortly.
The quick and dirty version: this camera is very good through ISO 3200. That's about a 1-stop improvement over the D90.
Right now LR3/ACR doesn't support D3100 NEFs, so I outputted an unadjusted RAW file to 16-bit TIF, then used CS5 to output two JPEGs (one unadjusted, one with Topaz DeNoise RAW-Moderate preset).
These are at ISO 3600, the first without adjustment, the second with Topaz DeNoise.
