hehe I hog all the upload bandwith when uploading files so my bro cant play CS, anyone know of a proggy that can do this?

Uploading where?? if you are serving IRC, there is a option to limit your upload speed per connection, do the math so it never takes over 50% of your upload bandwith.

P.S. who cares about your brother anyway?
 
Its more undergroud and probobly one of the first. It works as cliet/server filesharer. People can put anything on it (mostly porn😉 ), but also hacked games, mp3s and music videos
