Anyone know of a decent Windows .HLP file editor?

I have an application that uses a Windows Help (.hlp) file that I would like to edit. Does anyone know of any good editors? Free is of course good, but not required. Thanks.

MS Word will do hlp files

Is a plugin or something needed?

When I try to open a HLP file in Word 2003 it prompts me to do a file conversion and regardless of what I select I get garbage.
