Anyone know laws for 49cc Mini Bikes in Kansas?

I have been trying to get rid of my paintball crap for the past month on craigslist and I finally got an offer yesterday to trade it for a 49CC Mini Bike/Mini Motorcycle. I plan on doing the trade, but am having trouble finding out the laws for them. I called the local police station and asked and they said they can't be ridden unless they are street legal. But I looked around online and found that a lot of people are saying it is legal to ride them on sidewalks. So does anyone know what the laws are? Do they have to have turn signals, brakes, headlights, etc...? Do you need a helmet? Do you need a drivers license? Anyone know? Thanks!

Not in Kansas, but they're illegal in my town anywhere but on private property. I've heard of people getting warnings from cops here even in parking lots.

By street legal, sounds like you need mirrors, helmet (if applicable), insurance, lights, a license, etc. But common sense tells me you'd have to be retarded to take a mini-bike on the road. Ya, some can kick 100 Kmh, but if 600lb litre bikes are getting hit cause "the driver didn't see them", you can guess what would happen on a mini. Maybe you could take them on the sidewalk (sounds like bs), but you'd probably end up nailing a pedestrian.
