I noticed that Gamestop/EB always asked people for their ID before they were able to "trade in" their used games. One of the sales guys said that it's a requirement. Because of this requirement, I was wondering if stores needed to be licensed or registered to buy/sell used video games.

Anyone work at Gamestop or EB that can answer this?
 
It's because Gamestop is a pawn shop, and pawn shops are required to take ID before they buy stuff - if it's stolen, the cops want to know who sold it to them. I don't know if you need specific licensing to be a pawn shop, though.
 
You need a business license if you're operating out of a store or online. You also need a state and federal tax ID.

As erwos mentioned, they need your ID for theft purposes.
