.. .create a RCA to VGA cable? I cant find the proper voltage of an RCA cable anywhere online and dont have one to play with right now.

Schematics or something similar would be great.
 
A cable won't do it. A RCA (composite) signal has the color and chroma information composited together. You will need a device that splits those signals apart, amplifies, and correctly formats and times them for VGA standard. Not a simple cable or adaptor. I've seen boxes that do that for about $100.
