Anyone know how to make a folder unavailable on a network using "$"?

But that doesn't make it unavailable, only hidden to MS' client. Using smbclient on Linux you still get a list of all the 'hidden' shares.
 
Using the $ makes it a hidden share. Define what you mean by 'unavailable', if you mean that only certain people can access it then you want to set the permissions on the share appropriately to limit access to those individuals that should be able to get it. Security through obscurity is a BFI.

I'm sorry but it is the only alternative I know of, before I was occasionally disabling the shares using the 'computer management' but once it reboots, shares got renabled. If you have strong passwords, you'll be ok I guess. If you have a firewall, even better. U can also setup a local policy to lockout an account after X number of failed logins, and I think there's a policy to disable remote access.
