anyone know how to change white balance of a non RAW file?

I know with RAW files you can change the white balance after the fact. Is there a way to do it with jpeg files? It seems like it would be an easy thing to do, but I haven't seen a way to do it. I'm no photoshop pro though...
 
in photoshop, Image > adjustments there are several ways to adjust colors etc. It's not the same as white balance, but you can fix several types of 'balance' problems. Try auto color first. If that does work, mess around in 'curves'....
