Unless the monitor has a "sleep mode delay" feature in its onscreen menu, that'll be a no. The monitor enters sleep mode whenever it does not receive a signal from the graphics card - and quite obviously one cannot make the graphics card produce a valid signal before it has been initialized. There will always be a short period, inbetween system reset and the BIOS firing up the graphics card, with no signal.
Otherwise, just press F8 when you /know/ it needs to be pressed.
