anyone know anything about AIR COOLERS or Swamp Fans?

I was wondering if air coolers and swamp fans actually work. I know they aren't as good as portable air conditioners, but they use much less electricity and are a ton cheaper. When they make the claim that they can cool a room up to 15 degrees below room temp, is that really the case? And does anyone know of any good brands that i should look out for?

i believe a swamp fan is similar to an air cooler (correct me if im wrong though), its a fan inside a water layer, so it evaporates to cool down the air.
 
i dont think they can raise the humidity of a room up to 100% especially if u have a window open or such.
 
what about any good standing air conditioners... anyone know of any CHEAP ones that are at least half-decent?
 
I have them to augment our overtaxed A/C unit in my server room and office. They do a good job cooling, but if it's humid, you'll be dumping the condensation tanks daily or more.
