Anyone know any good mod sites?

im lookign for sites on modding games... not really specific ones but jsut a general overview or guide on how to change the in game details if an editor isnt provided... I want to tweak/modify some of the things in MOO3 that i dont agree with and was wondering if there is anywhere that tells how to change the game properties/features etc.. just direct me towards a site or something please.

There is no such guide, the only thing that will do what you want is a hex editor and a LOT of skill/knowledge/patience.
